Well, uh, maybe it's not that bad! Maybe he just attempted it! Or maybe an angel will show up to teach him to appreciate life! Yeah, that's what I think will happen. Everyone will be fine. Especially Wiley because I love him. So he's totally going to be fine.
Where there is suspense, there is hope
I'm still hoping this page is meant to build dramatic tension, and the phone call is to inform Peter that his friend is A. On the verge of jumping, and he asked for you or B. Was going to jump but got stopped just in time by the police / firemen / paramedics etc.
But yeah, it does look like he's ready to go. Dressed up to the nines and all.
I just had a pretty depressing thought. If Wiley really does jump, and he does it in his drinking suit, that has to be something Peter associates the suits with. And we get a glimpse into one of the reason's he's so melancholy in the prologue, he and Andy are wearing theirs.
Another depressing thought - the guilt Michelle would feel, she might think that she was so busy being enamored with Peter that she ignored her friend.

For what its worth, I think Wiley's going to go through with it and nobody is going to be able to stop him.
Why am I so sure? Remember the phone call from the last strip? Peter clearly got a bad news call. If it's relating to Wiley... Well, look at the current strip. Right now, nobody has a reason to call Peter and tell him Wiley is about to jump, because he hasn't done anything yet other than just put on his suit and go to the bridge. On top of that, Michelle is most likely Wiley's emergency contact, so if they're calling Peter, it's because there's been an emergency and they can't get hold of her. Not to mention, the title of this chapter is 'The Highest and the Lowest'. Peter and Michelle openly in love is clearly the highest point for them, but if Wiley dies... Hard to hit a point much lower than losing a friend so tragically.
I think this scene takes place prior to Peter's phone ringing. Granted there's nothing to indicate any sort of timeline between the phone call and Wiley being on the bridge, but Gibson is a talented storyteller and leaving us all wondering until the last possible second is going to set us up for the impact this will have on not just Peter and Michelle, but the entire POY cast.
Either that, or I missed my mark completely and you're all free to correct me. ;)
